http://www.microsoft.com/en-us/download/details.aspx?id=24439
Service Pack Update for Virtual PC 2007 qualifying Windows Server 2008, Vista SP1 and XP SP3
Virtual PC 2007 will not run.
Virtual PC 2007 can run on Windows 7, even the x64 version.
1. Uninstall Windows Virtual PC from Uninstall or change a program.
2. Reboot.
3. Install the correct version of Virtual PC 2007 SP1. Download VPC 2007 SP1 from http://www.microsoft.com/downloads/details.aspx?familyid=28C97D22-6EB8-4A09-A7F7-F6C7A1F000B5&displaylang=en. There is a 32-bit version and a 64-bit version. Since you have the 64-bit version of Windows 7, you need the 64-bit version.
The 64-bit version does not support 64-bit guests. The significance of 64-bit VPC is that it works on a 64-bit version of Windows installed on the physical machine.
